We’re looking to add a Senior Tender Manager to our team here at Chubb Systems, working on high risk, high value projects on a hybrid basis, out of our Blackburn HQ. The Senior Tender Manager leads the end‑to‑end delivery of complex, multi‑disciplinary tender and proposals to secure profitable, sustainable growth for Chubb Systems in the security and critical national infrastructure markets. This role would suit a Senior Tender Manager or Senior Bid Manager looking for the next step in their career.
Working closely with Sales, Operations, Engineering, Finance and Legal, the role owns the tender and proposal strategy, governance and submission, ensuring our proposals are compliant, compelling and commercially robust.
This is a highly networked role that requires strong leadership, communication and stakeholder management skills, and the ability to work under pressure to challenging deadlines

Key goals and objectives
- Develop clear win strategies and project‑manage tender and proposal programmes for major projects and service solutions, from qualification through to contract award.
- Translate business strategy and sales objectives into high‑quality, customer‑focused tender responses that differentiate Chubb Systems in the market.
- Drive best practice tender and proposal management processes, tools and templates across the team, aligned to industry standards and Chubb governance.
Tender and proposal ownership and governance
- Own the end‑to‑end tender and proposal lifecycle for allocated opportunities, from expression of interest and qualification through to negotiation and handover to delivery.
- Lead the tender and proposal / no‑tender and proposal qualification process, balancing strategic fit, probability of win, capability, risk and required investment.
- Establish and run a clear tender and proposal plan, including milestones, responsibilities, review gates and submission requirements.
Win strategy and solution shaping
- Work with Vertical Leads and Account Managers to define tender and proposal strategy, win themes and value propositions aligned to customer drivers and Chubb strengths.
- Challenge and shape the technical and commercial solution with Design, Engineering and Operations to ensure proposals are deliverable, competitive and profitable.
Content development and submission
- Lead and coordinate a virtual tender and proposal team including Tender and proposal Writers, Technical SMEs, Operations, Commercial, Legal and Marketing.
- Oversee the production of high‑quality written responses, ensuring answers are tailored, compliant, benefit‑led and easy to evaluate.
Stakeholder and customer engagement
- Act as the central point of contact for internal stakeholders on the tender and proposal, ensuring clear communication of status, issues and decisions.
- Support customer engagement during the tender and proposal, including clarification questions, site visits, demonstrations and presentations.
Performance management and continuous improvement
- Maintain accurate, real‑time tender and proposal data, including pipeline, status, value, margin and outcome, in relevant systems and trackers.
- Analyse tender and proposal performance (win/loss, pricing, competition, sectors) and implement improvement plans to increase conversion and quality.
Experience, qualifications and knowledge
Essential
- Significant tender and proposal management experience (typically 7+ years) in security, fire, construction, infrastructure, or related technical services environment.
- Proven track record of leading and winning complex, high‑value tender and proposals and framework tenders.
- Strong understanding of tender and proposal management best practice and structured tender and proposal processes.
- Experience managing virtual, cross‑functional tender and proposal teams and senior stakeholders.
- Excellent written and verbal communication skills, with the ability to simplify complex solutions.
- High level of numeracy and commercial awareness, able to understand pricing models, risk and margin.
Desirable
- Educated to degree or HND level in a relevant discipline (e.g. Business, Engineering, Construction Management).
- Formal tender and proposal management qualification (e.g. APMP Practitioner / Professional) or equivalent.
- Knowledge of UK security and critical national infrastructure regulations, standards and procurement routes.
- Experience within fire and security systems (CCTV, access control, intruder, integrated solutions).
